Proposal for outsource job position was not accepted

  Hello people,

I am trying to get some of the company in UK to outsource some of their Information Technology related to job position to Asia countries. However, the attempts were not successful. I have sent my proposal through e-mails to various recruitment agencies and also direct to companies’ human resource department, which I did not got any response from them.

Did missed out something or any requirement, which I required to complied? For example, register a company at the UK to tender the job position and re-outsource it to Asia countries? Or joining body or association related to outsourcing in UK?
