I am currently on short term sick notice but i got a new job while i am on sick notice. My question is can i resign while i am on sick notice period? if yes then how can I do that?

I think you will need to write a formal resignation letter and give them your notice. You will have to ‘work’ your notice, whether that is completely taken through sick leave or part sick leave and part working, depending on your health and what doctors note you have for that. If you want to leave immediately, you could request that but the company may not allow it.
Yes you can. You will have to hand in your notice in exactly the same way as you would have done, and it will be up to them whether they say you have to work your notice or not. If you have been on paid leave for a while, there’s a chance that they will say you’re able to leave straight away, because they know that they would have to pay you to be off otherwise. The best thing to do is to talk to your manager about company policy.
